Plumbing in Chicago

Chicago plumbing is defined by three things: a century-old lead service line problem the city is still working through, a combined sewer that backs up into basements, and winters cold enough to freeze pipes inside heated walls.

Lead Service Lines

Chicago required lead water service lines by ordinance until the federal ban took effect in 1986. The result is roughly 400,000 lead service lines, more than any other American city.

How to Check

• Look at the pipe where the water service enters the basement, before the meter. Lead is dull grey, and a coin or key will leave a shiny scratch. A magnet will not stick to it. Copper is orange-brown; galvanized steel is grey but magnetic and will not scratch bright.
• Check the city's service line inventory by address, which is public.

What to Do

The city runs a lead service line replacement programme with an equity-based free replacement track for qualifying households and a cost-share track for others. Waiting lists are long.

In the meantime:

• Use a filter certified to NSF/ANSI 53 for lead on drinking and cooking water.
• Run the tap for several minutes after any long period of non-use.
• Use cold water only for drinking and cooking. Hot water dissolves lead faster.
• Do not do a partial replacement. Replacing only the portion on your property while leaving the city side in place can increase lead release temporarily by disturbing the scale.

Freezing

Chicago winters routinely produce stretches below 0°F, and frozen pipes are a seasonal industry here.

Where pipes actually freeze:

• In an exterior wall on the north or west side, particularly in kitchens where cabinetry blocks room heat from reaching the pipe.
• In an unheated crawl space, garage or unheated back porch enclosure.
• At a hose bib that was left connected to a hose over winter, which prevents the frost-free valve from draining.

Prevention that works:

• Disconnect hoses in autumn. This single step prevents a large share of burst bibs.
• Open cabinet doors under sinks on exterior walls during a cold snap.
• Let a pencil-width trickle run from the most vulnerable fixture when the forecast goes below about 10°F.
• Insulate the pipe, not the wall cavity alone, in known problem spots.
• Know where your main shutoff is and make sure it actually turns.

If a pipe freezes and has not burst, thaw it with a hair dryer or heat lamp working from the fixture end back toward the frozen section, never with an open flame.

Sewer Backups and Overhead Sewers

Most of Chicago is served by a combined sewer, carrying storm water and sanitary waste in the same pipe. In an intense rain the main surcharges, and the pressurised line looks for the lowest opening in your house — the basement floor drain.

Three responses, in increasing order of cost and effectiveness:

1. Backwater valve — a flap in the building drain that closes when flow reverses. $1,500-$4,000. Effective, but requires maintenance and will not help if water enters from another path.
2. Overhead sewer conversion — the basement plumbing is disconnected from gravity flow to the main, raised to a line above the basement ceiling, and basement fixtures are pumped up into it by an ejector pit. $8,000-$20,000. The definitive fix, and Chicago's Department of Water Management has historically offered a rebate toward it.
3. Disconnecting downspouts from the sewer and managing roof water on the surface, which reduces the volume you contribute to the surcharge in the first place.

Note that many Chicago homeowner policies exclude sewer backup unless a rider is purchased. Check yours before you need it.

Catch Basins and Older Two-Flats

Many Chicago properties, particularly two-flats and older bungalows, still have a catch basin — an underground chamber between the house and the sewer designed to trap grease and solids. When it fills, the drain slows and then stops. Cleaning is $250-$600 and it is genuine preventive maintenance on a house that has one. Many homeowners do not know theirs exists until it overflows.

Licensing in Illinois

Illinois licenses plumbers at the state level through the Illinois Department of Public Health, and it is one of the few states where a general contractor cannot perform plumbing work under their own licence. For you this means:

• Ask for the Illinois plumbing licence number and verify it with IDPH.
• Confirm the permit will be pulled under that licence with the City of Chicago.
• Be sceptical of a handyman offering to move a drain line. In Illinois that is not a grey area.
