Los Angeles has an enormous stock of homes built between 1920 and 1960, wired for a fraction of the load a modern household imposes, in a city that is now electrifying transport and heating faster than almost anywhere else in the country. That collision is what most LA electrical work is about.
California licenses electrical contractors through the Contractors State License Board under the C-10 classification. The threshold is $500 in combined labour and materials — above that, the contractor must be licensed.

Neither is repairable. Both are replaced. Insurers increasingly decline coverage when they find them.
LA is adding electric vehicle chargers, heat pump water heaters and induction ranges to a housing stock wired for none of them. The pattern is consistent: the equipment is not the problem, the service capacity is.

California's Title 24 energy code reaches further into residential electrical work than most homeowners expect. Lighting in kitchens and bathrooms has efficacy and control requirements, and additions and alterations can trigger compliance documentation.
For solar, the interconnection agreement with LADWP or Southern California Edison is a separate process from the building permit and runs on its own timeline. A battery adds a further layer, including specific requirements on placement and on separation from living space. Any contractor who describes solar permitting in LA as quick has not done much of it.
