Painting in Los Angeles

The Los Angeles climate is gentle on people and hard on paint. Very little rain, relentless ultraviolet, and a daily temperature swing that works every joint in a building. Most LA paint failures are ultraviolet failures and substrate movement failures, not weather failures in the conventional sense.

Stucco Is the Dominant Substrate

Most of the LA basin is clad in stucco, and stucco has its own rules.

Cracks

• Hairline cracks under about 1/16 inch are normal in any stucco wall. They come from ordinary curing and seasonal movement. Elastomeric or a high-build acrylic will bridge them.
• Cracks wider than 1/8 inch, or ones that follow a diagonal from a window corner, indicate movement rather than shrinkage. Paint will not hold them. Investigate before coating.
• Stair-step cracking on a wall over a foundation may be structural, and painting it hides a symptom you want to be watching.

Preparation

Stucco must be clean and sound before coating. That means pressure washing at a pressure low enough not to drive water into the wall, patching with a compatible material, and priming bare patches so they do not flash through the finish. New stucco needs 28 days to cure and requires a masonry primer or an alkali-resistant coating; painting green stucco causes saponification and the film fails within a year.

UV Is the Real Enemy

Los Angeles receives intense year-round ultraviolet, and it degrades a paint film from the outside in.

• Chalking — a powdery residue that comes off on your hand — is the binder breaking down. A chalked surface must be washed and primed or new paint will not bond.
• Fading is worst in deep, saturated colours, particularly reds and dark blues, on south and west elevations.
• Wood movement under the film opens joints at trim and fascia long before the field of the wall fails.

Practical responses: choose 100% acrylic exterior products rather than vinyl-acrylic blends, prefer inorganic pigments in deep colours, and expect to repaint sun-facing elevations on a shorter cycle than the rest of the house.

Lead Paint

Homes built before 1978 may contain lead paint, and Los Angeles has a very large pre-1978 stock. The federal EPA Renovation, Repair and Painting rule requires contractors disturbing more than six square feet inside, or twenty square feet outside, of a pre-1978 home to be RRP certified and to use containment and wet methods.

Exterior lead work in LA has an added dimension: dry-scraping or power-sanding old exterior paint contaminates the soil around the house, and that contamination persists. Ask specifically how the contractor plans to contain and dispose of debris.

Hillside and Access Costs

A large share of desirable LA housing sits on a slope, and access dominates the price of painting it. A house that is straightforward from the street may require scaffolding, swing staging, or rope access on the downhill elevation. Ask any bidder to walk the downhill side with you and price that elevation explicitly. It is the most common place for a quote to be revised upward mid-job.

Timing the Work

• Avoid painting in direct afternoon sun on a west wall in summer. Surface temperatures well above 100°F cause the film to flash-dry, which leaves lap marks and poor adhesion.
• Watch the marine layer near the coast. Painting into a morning that will not clear leaves moisture under the film.
• The best window is spring and autumn, mid-morning through mid-afternoon, working on the shaded side of the house.
